Abstract:

A major water pollution accident occurred in Qingbaijiang District Chengdu, Sichuang Province during February and March 2004, which caused direct economic losses of 219 million RMB. In this incident, SONG Shiying, the former deputy director of Qingbaijiang District Environmental Protection Bureau, failed to arrange the Water Quality Monitoring Station to conduct water quality monitor timely, or make any investigation into the cause of this water pollution, after receiving a report of a strong ammonia smell in the sewage by the Director of Qingbaijiang District Sewage Treatment Works. ZHANG Ming, the former director of Environmental Monitoring Station of Qingbaijiang District Environmental Protection Bureau, did not report the data of ammonia level in the sewage seriously exceeded standard to Qingbaijiang District Environmental Protection Bureau, which resulted in the District Environmental Protection Bureau failed to know and solve the pollution accident promptly caused by Sichuan Chemical Co. Ltd. ZHANG Shan, the former director of Environmental Supervision Station of Qingbaijiang District Environmental Protection Bureau, did not perform his duty of environmental supervision. After knowing the Sichuan Chemical Co. Ltd draining waste water of excessive to standard into the river, he did not take proper measure to prevent the pollution. All these three defendants were found guilty of the crime of misconduct in environmental supervision.
