Article 1 declares that the territorial sea of Denmark consists of the external and internal territorial waters. The external territorial waters extend from the baselines as laid down by the Ministry of Foreign Affairs in accordance with comma 3 of section 2 up to twelve nautical miles. The Ministry may also establish an outer limit of less than twelve nautical miles under comma 4 of section 2.
