This Act establishes a Bird sanctuary for purposes of repopulation of the bird community and for scientific purposes. Boundaries of the Sanctuary, defined in this Act, shall not affect any pre-existing public land leases. The Act defines the functions of the Division of Fish and Wildlife and other Government agencies regarding the sanctuary and defines activities that are allowed in the sanctuary.
