This Act aims at a strong and balanced development of fish breeding activities along the coast of Norway. It applies to breeding for commercial purposes of fish species specified in section 2: "echinodermata" (sea urchins, starfish, sea cucumbers, brittel stars), molluscs, and shellfish. Breeding requires a permit from the Department of Fisheries in accordance with section 3. The permit shall be valid for a specified area only. Section 6 protects harvesting rights of permit holders. The Departme
