This Act creates the National Department Against Water Drought (DNOCS). It consists of 7 chapters establishing composition, duties and competencies of the aforementioned water institution, entitled to cooperate in regional planning for water resources management, waterwork construction and to carry out controls on water drought sector (a special fund for drought is established in the text). The Institution is under the Ministry of Transport and Public Works and will be located in Brasília.
