The purpose of this Act is to create the conditions for Hungary to mitigate climate change caused by human activity by reducing greenhouse gas emission through the participation in the scheme for greenhouse gas emission allowance trading adopted in the European Union. Activities and greenhouse gases falling under this Act are listed in Annex 1. Title 3 contains rules regarding the emission permit and the monitoring plan.
