The first part of the Act establishes: rights and obligations of legal persons and individuals(operators) who are holders of resources including or composed of persistent organic substances; details on the national implementation plan; competences of State administration organs; liability for violation of the obligations establishes by this Act. The second part of the Act amends the Act on waste.
