The purpose of these Measures is to conserve resources, protect the environment, develop circular economy, and further promote the healthy development of the comprehensive utilization of coal fly ash. The Measures consist of 28 articles divided into 5 Chapters: General Provisions; Comprehensive Management; Incentives Measures; Legal Liabilities; Supplementary Provisions.
