“Relevant persons”, i.e. farmers, farming entities, agricultural processors, agricultural exporters, fishermen, boat owners, fisheries processors and fisheries exporters, shall be granted incentives in accordance with provisions of this Act and as specified in section 4. Every relevant person shall be registered for the purposes of this act by the Minister responsible for Agriculture and Fisheries and such registration shall be in addition to any other registration, licence or authorization requ
