The purpose of this Act is to help enhance the quality of agrochemicals, establish order in their distribution, promote safety in their use, and further contribute to the development of agricultural production and the conservation of the living environment by providing for such matters as related to the manufacture, importation, sales, and use of agrochemicals. For the purpose of the present Act, the term "agrochemicals" means fungicides, insecticides and herbicides used for controlling such ger
