Regulation 23 of the principal Regulations requires a permit for the establishment or operation of solid waste disposal facilities. This regulation is here amended so as to introduce the requirement that planning, design, construction operations or maintenance of solid waste disposal facilities shall comply with the terms, conditions, provisions and management plants for any national, state or traditional conservation area, preserve or other protected area as established by law.
