These Regulations regulate the disposal and purchase of livestock on markets, and classifies for this purpose markets in Primary Markets, Secondary Markets and Border Markets. A Primary Market is a place designated as a livestock market and which is under the control of local government authorities. The Market Master may give directions for purposes of "cleanliness, order and regularity" to persons present on the market and may order removal of persons who fail to obey such directions. The Marke
