The Principal Act shall apply to a county borough and to the council of a county borough in like manner as it applies to a county and a council of a county. (2) In the application of the Principal Act to a county borough and to the council of a county borough references therein to a county, county council, secretary of a county council, county surveyor, and county fund shall respectively be construed as references to a county borough, a council of a county borough, town clerk of a county borough
