Section 18 of the Beach Control Act authorizes the Natural resources Conservation Authority with the approval of the Minister to make regulations providing for the imposition of fees and charges for services as may be determined by the Authority. This Act validated the charging of fees, based on such Regulations, by the Authority in the last 7 years and provides for the holding free of liability of persons who have acted on behalf of the Authority.
