These Regulations establish provisions concerning (a) the authorization and the placing on the market for use of biocidal products; (b) the mutual recognition of authorizations; (c) the establishment of a positive list of active substances which may be used in biocidal products. No person shall deal with any active substance or biocidal products unless these are authorized in accordance with these Regulations.
