This Act requires: all vessels of at least 12 meters which are wholly owned by Qualified Persons, if not registered under the laws of another nation, to be registered in the Federated States of Micronesia; and all vessels of at least 12 meters entering or operating within the waters of the Federated States of Micronesia to be duly registered either in accordance with the laws of the Federated States of Micronesia or another nation.
