This Chapter establishes an inshore-near shore fishing program for the purpose of (a) procuring fishing vessels and other material to instruct residents of Chuuk State in the proper use of the vessels for inshore and nearshore fishing; and (b) to enter lease-purchase agreements for the vessels to successful graduates of the instruction course. The Chief of the Chuuk State Division of Marine Resources shall be the administrator of the Program.
