This Circular elucidates provisions of the Decree, gives an interpretation of terms, and prescribes conditions for the operation by fishermen and fishing vessels, equipment, and gear at sea and responsibilities f fishermen with respect to safety. Agencies that may issue safety certificates are prescribed and requirements regarding ship's masters and crew outlined. The State shall supervise activities by establishing a reporting regime. Tasks of various State and local bodies.
