This Circular, consisting of 29 articles divided into three Chapters, prescribes the disbursement procedures and financial management mechanism applicable to the Project and borrowing of ODA loans from the Japanese Government. This Circular applies to the following agencies and units: the Ministry of Agriculture and Rural Development; the People's Committees of the provinces participating in the Project and related affiliated units.
