This Circular of the Ministry of Finance is issued in relation with the project to plant five million hectares of forest decided in a Decision of the Prime Minister. It concerns the allocation of capital to approved projects. The project management agency shall have to assign norms for the plan in accordance with the plan announced by the State, and guide and direct the project owners to implement the projects in accordance with the approved plan.
