This Circular provides for amateur fishing activities on marine and inland waters for the fishing season starting in September 2002 and ending in August 2004. A Fishing Certificate is granted to Turkish citizens involved in amateur fishing activities. Travel agencies organizing fishery tours shall possess "Special Fishing Permits" issued by the Ministry of Agriculture and Rural Affairs.
