Member States are hereby required to introduce, on the basis of the outcome of the survey provided for in Decision 2002/1003/EC, a breeding programme to select for resistance to TSEs in each of their sheep breeds which are native or which form a significant population in their respective territories. The breeding programme shall meet the minimum requirements set forth in Annex I. In particular, it shall concentrate on flocks of high genetic merit. Moreover, a database, a system of uniform identi
