The Commission is required pursuant to article 16(1) of Directive 2008/72/EC to decide whether vegetable propagating and planting material, other than seed, produced in a third country is equivalent to vegetable propagating and planting material other than seed produced in the European Union and complying with the requirements and conditions of that Directive.
