This Directive shall apply to imports from third countries of domestic bovine animals and swine for breeding, production or slaughter; fresh meat of domestic animals of the following species: bovine animals, swine, sheep and goats and solipeds. The Council, acting on a proposal from the Commission, shall draw up a list of the countries or parts of countries from which the Member States shall authorize importation of bovine animals, swine and fresh meat, or one or more of these categories of anim
