This Regulation establishes that vessels flying the flag of one of the countries listed in Annex I shall be authorized, during the period 1 January to 31 December 1999 to fish for the species listed in the said Annex in the part of the 200-nautical-mile fishing zone off the coast of the French department of Guiana that lies more than 12 nautical miles from the base lines.
