This Regulation aims at organizing the supervision and control of shipments of wastes in such a manner that the need to preserve, protect and improve the quality of the environment is taken into account. Title I defines the scope and lays down a number of definitions. The Regulation shall apply to shipments of waste within, into and out of the Community. Article 1, paragraph 2 specifies those shipments of waste which shall be excluded. Title II applies to shipments of waste between Member States
