This Regulation establishes a Community system for the management of exploitation activities that must enable a balance to be achieved between resources and exploitation in the various fishing areas. In order to ensure sustainable development, it also establishes a framework for the regulation of access, management and monitoring of exploitation activities, as well as the requisite means and procedures.
