These Regulations make provision for the determination of the origin of goods, for the issue of certificates of origin, and for related matters. Goods shall be deemed to be wholly obtained in Kenya if they are harvested, gathered, collected, fished, hunted, etc. in Kenya (reg. 3). Regulation 3 sets out also criteria for the determination of goods that have undergone "substantial transformation" in Kenya. Processes that not confer origin of goods are listed in regulation 4.
