The purpose of this Decision is to approve a program with the objective of creating new plant varieties, animal breeds, microorganic strains and biotechnological preparations of high yield; to raise the quality and competitiveness of commodity farm produce and the proportion of processed agricultural, forestry and aquatic products in order to meet consumption and export demands.
