The purpose of this Decision is to develop fisheries into a leading industry in the process of agricultural and rural industrialization and modernization by: raising the competitiveness and increasing the export of aquatic products; restructuring export in the direction of increasing commodities with high added value; boosting aquaculture and effectively exploiting aquatic products; etc.
