This Decree declares the obligation of payment to the Fund resulting from the International Maritime Organization Protocol of 1992 to amend the International Convention on the Establishment of an International Fund for Compensation for Oil Pollution Damage of 1971 to be an obligation according to civil law in the Netherlands Antilles. The Decree further defines the obligation of contribution and defines juridical proceedings in relation with non-payment of the contribution.
