This Decree-Law creates the Multimunicipal System for Water Treatment of 'Baixo Cávado e Ave' entitled to collect, treat and supply water for public use (including water for human consumption) and carry out water disposal programme within the following districts: Barcelos, Esposende, Póvoa de Varzim, Vila do Conde e Vila Nova de Famalicão.
