This Decree-Law, consisting of 13 articles, establishes the legal regime for water exploitation, multi-municipality public water management, water abstraction, treatment and supply for human consumption, water collection, effluents abstraction, and treatment of solid waste disposal. It specifies water concession requirements, service of water supply responsibilities, etc.
