The present Decree establishes special measures to prevent the outbreak and spread of avian flu. Article 3 specifies risk factors to be taken into account, such as movement of migratory wild birds and breeding of poultry in areas close to wetlands. The Decree establishes an early warning system aimed at the prompt implementation of protection measures in case of detection of the disease.
