The present Decree is issued in the framework of the national policy of economic reform and in order to increase competitiveness and efficiency of use of wood, taking into account needs of forest conservation. It regulates the exportation of specified timber: "logwood" and "splinter raw materials" are defined at the outset of this Decree. Logwood and splinter raw materials that may be exported shall come from specified types of forest concessions and private properties. Article 4 makes provision
