These Measures have been formulated on the basis of the Law of the People's Republic of China on Administrative Punishments for the purpose of regulating the maritime administrative punishment acts and defending the lawful rights and interests of the entities and individuals. The Measures consist of 42 Articles divided into 7 Chapters: General provisions; Jurisdiction; Simplified procedures; Ordinary procedures; Hearing procedures; Delivery and enforcement; Supplementary provisions.
