Only organizations authorized by the minister of environmental protection and water affairs may examine, control and certify the compliance with technical requisites of vessels and floating machines. Classification of vessels, which are subject to classification according to legal rules, is valid as certification of compliance. Classification of vessels may be carried out only by companies which are authorized according to the provisions of this Decree. Applications for authorization must be pre
