The scope of this Decree extends to all surface waters within national borders. To achieve and preserve good surface water quality, the observation of limit values determined in Annexes 1 and 2, as regards environmental and water quality respectively, must be ensured. Articles 3 and 5 contain specific rules regarding limit values of environmental and water quality.
