The scope of this Decree shall be to avoid payment of excise tax to owners for natural loss of weight of coffee during specific period of storage of coffee, identified in the course of inspection. Owner of coffee processing facilities shall be exonerated from payment excise tax for natural loss of weight of coffee if it is in line with the amount of loss set forth by this Decree.
