This Decree specifies criteria for participation of Norwegian vessels for the fishing for new herring (herring hatched in spring). The vessels shall be registered in the marks register, measure less than 27,50 meters in total length, the owner and captain shall be inscribed in the Fishermen’s Census, part B and the vessel shall have participated in previous years in fishing.
