Decree No. 171/1999/ND-CP detailing the implementation of the Ordinance on the Protection of Traffic Works with regard to riverway traffic works.

This Decree establishes dam and embankment protection limits and navigation lanes, provides for the classification of inland waters, defines the responsibilities of public bodies regarding navigation waterworks in inland waters. "Inland waters" here includes also the sea coast waters, routes leading to islands, river mouths, etc. Inland waterways are classified as "central inland waterway system", "local inland waterway system", and "special use inland waterway system".
