The Decree provides for domestic trade of lubricating oil whose registration is mandatory before it could be traded, sold and used: a registration number shall identify the registered product. A Provisional Registration Number (NPS)shall be applied to lubricating oil whose registration was submitted for issuance before the 1st of January 2000 shall be allowed distribution and trade until 30 September 2000.As per 1st October 2000 no oil missing the NPT shall be traded, sold or circulated.
