This Decree, consisting of 8 Chapters, creates the Licensing and Control System for Degrading or Polluting Environmental Activities (SILCAP). It specifies the requirements to be satisfied in order to be registered in the Environmental Cadastre for using natural resources, as part of the General Register of Economic Activities, which constitutes a common database between the Department of Environment and the Department of Finance of the State of Espírito Santo.
