This Decree establishes that fermentation of tobacco shall be subject to licensing and shall be carried out exclusively by legal persons. The period of validity of licence shall be 5 years. Licensing terms and conditions include compliance with state standards and technical requirements, availability of technical control laboratories accredited by the authorized state institution “Uzstandart” and availability of technical requirement for each tobacco species.
