This Decree shall apply to all entities and persons if they are water right holders or have obligations related to surface waters, if their establishment or goods or activity cause or may cause water pollution, if they discharge wastewater, used water or effluent waste into the public sewage system, and to surface waters, public water utilities serving for the drainage and treatment of rainwater and waste water, industrial canals, water treatment plants and to their emissions.
