This Decree establishes fishing vessel inspection by satellite system. It consists of 19 articles dealing with the continuous monitoring system requirements by satellite 'MONICAP', or 'VMS' (Vessel Monitoring System) which shall control fishing activity within the waters under Portuguese jurisdiction.
