This Decree provides rules regarding the allocation of emission allowances and the determination of the market value to be paid by electric energy producers, the distribution of contributions among investments and accounting, the application for and payment of contributions, reporting obligations in connection to allocations under derogation, the selection of the independent auditor, the control of utilization of contributions, and the follow-up of investments.
