This Decree provides for the establishment of territorial councils for water management as territorial bodies of the national government of water affaires. They are established by the territorial water authorities and they aren't legal persons. The councils help the uniform and coordinated performance of tasks determined by territorial water authorities, and coordinate planning operations and waterworks.
