This Decree provides certain rules of implementation of the basic text. In particular, Chapter II lays down provisions regarding tender procedure for the conclusion of an operational agreement. Chapter III contains rules cocnerning the selection of public interest operators. Chapter IV provides licensing requirements. Chapter V foresees penalties for offenders.
