This Decree does not apply to artificial or natural fish ponds of fisheries. It applies to: surface waters used or marked out for potable water abstraction; waters, determined by a separate legal rule, which can assure or could assure the natural habitat of indigenous fishes and needing protection and quality improvement; and proprietors, users of these waters and any operator or person whose activity execise any affact on water quality.
